Tibetan Khatvanga Silver Composite Staff. Nepal.

Originally such a staff was used as a weapon.  Now they are used in rituals and religious ceremonies.

Due to the weight, I am guessing that this is silver on a bronze staff.  It was acquired from a village near the Tibetan border about 60km north of Kathmandu.
